It seems that some no-gi schools do have belts, for those that don't I'd assume that it's the same reason that any sport doesn't have a belt system; they just get to know each other's abilities and practice accordingly.

Where I train, you get a belt in gi class, but not for no-gi. The instructor also thinks that you should learn the fundamentals in gi class (so at least a couple of stripes on your white belt) before starting no-gi.
