It was probably some editor bullshit. Choji and Neji should've died there. Both their "deaths" were emotional and epic (for Neji, certainly way better than his actual death) and it turned out they got nothing more to do in the series post timeskip anyway. Also, I genuinely think Naruto vs. Sasuke's first VOTE battle is better than the second one.

Lee was simply there to showcase sasuke's prodigiousness, as what he accomplished against lee was impossible even with a sharingan according to gai; and that, too, in a single day and under a week for the abilities he learned and mastered.

Neji had this entire side story which reflected on the brutal and casteist side of Hyuga clan. Which was quite major. Also, Naruto was the person who changed his perception and showed him the right way.
