Get a Non-Driver ID | NY DMV - New York DMV
You must apply for a Non-Driver ID in person at a DMV office. Use the Get a Non-Driver ID Interactive Pre-Screening (you will need to create a NY.gov ID as part of the pre-screening process, if you do not have one already).
