MORCA serves as the principal contact point for returning citizens by removing barriers to reentry, and empowering residents to connect to services for employment, health, education, housing assistance, and family needs.

To provide our constituents with ongoing support with their reintegration into the community, MORCA has now added the services of two Reentry Case Managers at the office location.

In collaboration with the DC Housing Authority (DCHA) MORCA provides twenty (20) housing vouchers to Returning Citizens per year here in the District of Columbia. MORCA adheres to the DCHA criteria when selecting returning citizens for the housing voucher program.

Obtaining gainful employment after incarceration can often be the most challenging first step to successful reintegration. MORCA will assist returning residents with identifying employment opportunities, interview preparation and resume development.

MORCA’s mission is to reshape the image of reentrants through creativity and innovation, in order to introduce new ideas and programs into the post-release socialization processes throughout the reentry community.
