Frankly the heights overall in the show have hardly been plausible or consistent, just look at Zuko, Aang, and Toph's height fluctuations throughout their lives and how tall they are at different ages. Just like I think toph was actually meant to be permanently short, I think Kyoshi is meant to be permanently the tallest character in the series.

On top of that, Kyoshi was already hated by the public by this point by people who wanted an Avatar Yun instead of an Avatar Kyoshi. I think Kyoshi comes off as a cold blooded killer because she will do whatever it takes and she won’t hesitate about it. Which is a really nice juxtaposition to Aangs outright refusal to kill. Internal conflict doesn’t necessarily mean hesitation.
