Kratos was a Dark Lord of the Sith, but had a myriad of duties beyond that of Sith Lord. There was a sincere feeling of appreciation for that discretion. With the high council, and its oversight capacity, disolved there was little need to worry about the matter.

Kratos did what any self respecting Sith Lord had done, as soon as he had secured his position and managed to contact reinforcements he had conquered the planet. Then of course he had moved to secure any weaknesses that an enemy might exploit.
