Konqueror is really two things in one, it is a file manager (I don't know the distinction between a FM & a file browser), and it is a web browser. I've never much used the web browser functionality, but back in the days of KDE 3.x konqueror was the best file manager ever.

If you want to specify the users directory or for that matter any directory, just replace ~ with any directory you like.

Don't be distracted by the release schedule -- Konqueror pushes out a new version every three months with the rest of KDE Gear, even if it's had zero meaningful changes. Falkon doesn't have a preplanned release schedule so it's going to stay on 3.1.0 until someone prepares a new release.
