Kitsune's M1's, transformed or untransformed are the best M1's in the game. They literally stun-lock whoever you're hitting and drag them along in front of you so they can't get away and push you forward with each M1 so you're just constantly on them, hitting the M1's.

I think kitsune is way more versatile, though being better in most aspects than leopard, like grinding , raids and mobility, leopard is really good at PvP and it comes to this that I say that overall kitsune is better but leopard is more used and sometimes better than kitsune at PvP.
