May 24, 2012 · Recently I've discovered that the file association (double click) for .jar files on my Windows 7 x64 has been broken some how. I can still execute the .jar files from the command line, and the problem persists despite several clean installs of the JRE so it definitly seems like a problem within Windows.

For Minecraft b1.5_01 - 1.5.2, simply put the .jar file in the mods folder. For Minecraft b1.2_02 - b1.4_01, you need to extract the file and add it to your client.jar/minecraft.jar/whatever it is that your launcher uses.
