Killing Holly Windstalker during Double Faction bonus events and with a double faction potion from Marketplace is the fastest way. She spawns right in front of Guard Bixby in Qeynos Hills. So off her while she is roaming then go murder those guards and wait to murder her.

The JaggedPine Treefolk faction is only for the Surefall Glade druid guild, not for all Surefall Glade Residents: other Surefall Glade factions are the Protectors of Pine (Ranger Guild) and QRG Protected Animals (Surefall Glade bears).

Though these animals may not be so fun to kill (as they can result in you getting rabies, or Holly Windstalker/Cros Treewind hunting you down), the reward is well-worth the trouble. When killed, they may drop an item known as A Putrid Bear Hide.
