This was a non-turbocharged locomotive, similar in appearance to the earlier GP35. The GP38 had two radiator fans and paired exhaust stacks. The GP38 was longer than the GP35 and featured a new style radiator grille and a straighter sill and redesigned fuel tank.

The GP38, first built in January 1966, was constructed with 16-645 prime mover and a D32 direct current (DC) generator, similar to all the other locomotives produced previously by EMD.

Three rooftop radiator fans at the rear of the long hood differentiate a GP40 from its lower horsepower counterpart, the GP38, which has two fans at this location. Concurrent with GP40 production, EMD offered a lower horsepower, non-turbocharged locomotive based on the same 645-series prime mover.

The Dash 2 locomotive series, unveiled by EMD in 1972, featured significant changes, such as a solid-state, modular electrical control system and improved engine components designed to increase traction and reduce exhaust emissions. Unlike the GP38’s engine, which drove a generator to supply power to the traction motors, the GP38-2s prime mover drove an alternator which produced AC electrical current that was rectified to DC to power the four traction motors.
