A little update here, I have Halo 5 on my Xbox library and recently on my Xbox PC app it also showed up in my library there. Now it isn't able to install but this also happened with Resident Evil 2 and 3 remake in my library before they became available on the PC Xbox app.

Jan 10, 2023 · As much as I'd love to see a PC port of Halo 5 of even better, an integration into MCC (maybe like Rare Replay, as a separate install, but your progression carries over to MCC), I think it's understandable that they're fully occupied fixing snd supporting Infinite, supporting MCC and maybe even planning/developing Infinite's sequel.

343 has been steadfast on that topic. At no point have there been any plans to port Halo 5 to PC that were shared with the public. If that hypothetical project ever had any progress, it was shelved a long time ago.
