After screwing myself over and getting stuck on a Windows insider build and having to reinstall, I finally found that disabling Virtual Machine Platform in Windows features fixed it. Basically the opposite of step 3 here https://support.microsoft.com/en-us/windows/enable-virtualization-on-windows-11-pcs-c5578302-6e43-4b4b-a449-8ced115f58e1.
