For the weaker youkai and spirits, survival outside of Gensokyo might be impossible. Nobody wants to go to war, but the threat of extinction is a pretty good motivator.

Evidence from Perfect Memento in Strict Sense (PMiSS) shows that: Hakurei Shrine is on the most eastern side of Gensokyo. Misty lake is at the base of Youkai Mountain which has a river that flows into Misty Lake.

Gensokyo's moral position is a bit ambiguous, it's not as bad as the fanon explains it, but not as good either. ZUN (or the story) tells us that Gensokyo is a "paradise", and seems to imply that it goes both ways: the villagers are happy in their relative ignorance and yokai just exist.
