Many of the topics in PDF are shorter, but there's an active Print-on-Demand program with Amazon so you can get some of the more popular ones. GURPS Powers is your superheroes main book, with a GURPS Supers providing templates and genre advice (be sure to get the 4e version).

Basically call the two compendia GURPS 3.5. The thing with the GURPS core rules is they are supposed to cover a lot of situations.
