Fel magic (also called chaos magic, demonic magic, sacrificial magic, chaos energy or chaotic energy) is a destructive form of magic used by demons and members of the Burning Legion, and often by warlocks and demon hunters among the mortal races.

As of shadowlands pre-patch, this skill is baseline for our new demon hunters who begin at level 8, replacing eye beam if you choose vengeance during the starting experience. It's a heavy aoe nuke, learned at a level when most classes don't even have aoe.
