Fast shot & Gifted. It's based on The Nearly Ultimate Fallout 2 Guide, but that build uses Finesse instead of Fast Shot. I prefer Fast Shot.

But since sfall if part of just about every version of the game(and the unofficial patch) now it's debatable how kosher it is. Aimed unarmed/melee attacks with Fast Shot is also a sfall feature(on by default) since 2010.

Jul 29, 2016 · Since you mentioned getting 2 points in Luck from NCR by doing the Zeta scan, you should also mention about alternative place too, by going in Zeta scan in San Francisco in the Hubologist main base it will give you one point IN and one point LK, instead just 2 LK in NCR, it has also same chance to fail so saving before is recommended.
