For fm synthesis, FM8 is far more capable than serum. It depends on what you're trying to do. For basic subtractive synthesis, yea, you can pretty much pick whatever synth. Depends how deep down the rabbit hole of fm you want to go. For almost anyone, Serum is enough. Phase Plant though, is more than good enough. Not very deep.
