Some are evil and allied with bowser, others are just minding their own business being normal residence of the mushroom kingdom. This is how Mario handles most of its enemies, not all goombas and Koopas are bad, we just see a lot of the evil ones during gameplay. Frankly I wish we’d see more of the opposite, I need more evil toads.
