Horde players must seek out Eppu located inside the pyramid on the second floor. As you enter the pyramid through the central entrance, turn left and when inside the room, go upstairs and you will find the NPC there.

Eppu is a tortollan located in the Hall of Chroniclers of the Great Seal in Dazar'alor.
