There is only one difference between them: SVG file extension is readable by code, and can be used as images on a website, app, as a button, icon, clip art in MS Word etc (EPS cannot in most circumstances - though some programs have begun to adapt).

Illustrator files saved as EPS would contain the native Illustrator data embedded within a PostScript file which also contained a low res screen proxy. The previews were pixelated and most programs couldn't render the PostScript (which was meant only for PostScript printers).
