Nov 19, 2020 · When Ba Sing Se experienced a shock revolution, the Avatar decided to establish a special group of Earthbending warriors to safeguard the city. Known as the Dai Li, they underwent arduous training under the guidance of Kyoshi, who taught them almost all of the techniques they currently use.

The Dai Li are the secondary antagonists in Nickelodeon's Avatar: The Last Airbender, and the supporting antagonists of Book 3: Change in The Legend of Korra. They were the secret police of Ba Sing Se who worked to capture, interrogate and imprison political dissidents.

Dai Li (Chinese: 戴笠; pinyin: Dài Lì; May 28, 1897 – March 17, 1946), courtesy name Yunong, was a Chinese lieutenant general and spymaster.

The Dai Li also wear the same hats as mandarin officials as well. These hats are known as Qingdai guanmao ( 清代官帽 ) or Qing Dynasty official hats. The Dai Li even wear the correct version for the weather, since Book 2 takes place in spring.
