Comic book boards are substantially larger with guidelines for the safe area, bleed, etc. The reason being that details are easier to include when you are drawing larger and reducing the size. So those boards are actually to scale but not the size they are printed and have play at the edges where part of the images might get cut off.

A tv show will have a single title throughout it's entire run, or at most one or two spinoffs that are treated as their own shows. But if there is a comic book about The Spectacular Urchinman, they'll do a short run of 20 issues under that title.
