The reason why you nees an FXS card in your router is just because no manufacturer (at least I don't know any) builds an VoIP based fax on SIP/H323 basis. The easiest way to use FAX over your IP network are ATAs (analog terminal adapters) like VG202 or VG204 with 2/4 FXS ports.
