Sep 25, 2023 · Exactly. It’s a matter of legal authority within the US, as a matter of accountability. Congress has to authorize most every military deployment, they do not have to authorize every CIA SAC deployment. Title 10 and 50 has much more to do with keeping United Stated leadership accountable than the operators of the SAC or US military.

Now normally the Agency would recruit from Tier 1, however after 2010 they started sort of "leasing" teams from the military in an contractor type role.

The SMUs support the DOD mission in war time, meaning they will not go and do missions in a country we do not have permission to be in (most of the time.) Think Syria, Africa, Iraq. CIA SAC support the HUMINT Mission of the CIA, and have direct access to the president without bureaucracy.

Jun 8, 2021 · Plenty of non-Special Operations Forces(meaning all branches of USSOCOM and JSOC) that have made it into SAC. I believe pre-GWOT most of SAC was former Marines(way before MARSOC) and Special Forces Group Green Berets. I don’t think they go unit-to-unit recruiting or holding recruitment seminars at bases the same way CAG does.
