Bob Hauk was the commissioner and a major figure of the United States Police Force. During World War III, Hauk served with Special Forces Unit Texas Thunder. At Liberty Island Security Control, Hauk was informed by Captain Rehme that a nearby, unidentified jet was facing trouble.

Snake accepts a deal from Police Commissioner Bob Hauk in which he will be pardoned in exchange for rescuing the President in time for the summit. To ensure his cooperation, Hauk has Snake injected with micro-explosives that will sever his carotid arteries in 22 hours.
