The Big Shell was a large marine decontamination facility established approximately 30 kilometers offshore from Manhattan, New York. The facility was comprised of two hexagonal structures, Shell 1 and Shell 2, connected end-on-end, north to south.

On April 29, 2009, a terrorist group calling themselves the Sons of Liberty seized control of the Big Shell during a routine inspection tour. The group consisted of former special forces unit Dead Cell and Russian private army members, who were apparently being led by Solid Snake himself.
