The vehicle was created as a product of the BOV-3 modernization, and was developed by VTI. It is produced by FAP. It was presented in 2016, and in 2020 it entered the service of the Serbian Army. The crew consists of six people, whose composition depends on the KIV variant.

The BOV-3 is a self-propelled Anti-Aircraft Gun (SPAAG) on the BOV-M 4x4 wheeled chassis with a triple mounted M-55 20mm cannon with optical sights in a turret. Though originally designed for anti-aircraft applications, they have been used in the ground role to good effect.

The company Jugoimport SDPR, in cooperation with other institutions, has developed several projects for the conversion of surplus vehicles BOV-1 and BOV-3, whereby the M-10 and M-11 vehicles have achieved export success.

The BOV was used for internal security and military duties. It was most commonly used by territorial defence units, in several variants equipped with machine guns, water cannons, smoke and tear gas dispensers for crowd control and riots. The BOV-3 is a 20-mm anti-aircraft gun system that consists of the BOV-M 4 x 4 armored vehicle chassis and a turret-mounted M55 A4 B1 towed, triple 20-mm AA gun mount. The hull of the vehicle is of all-welded steel construction.

The BOV-3, first produced in Yugoslavia during the 1980s, has been delivered to Ukraine in its anti-aircraft variant, specifically designed to counter low-flying aircraft and drones.
