Jul 30, 2016 · No, Maxwell GTX 960/950 supports 4k HEVC in hardware. It's the only Maxwell chip that does. The GTX 750 Ti supports 4k h.264 decode, but no HEVC. I'm not sure I'd recommend the RX 460 as an HTPC card, as the performance is touted by AMD's marketing material to be slower than a GTX 950 (they say 20-30% faster than R7 260x).

You will ultimately have to pull the die and reball. I am willing to bet it might have ripped solder pads under the core. MSI and Asus seem to be trending with those failures lately.

You can see from my screenshot that it's really at idle state: GPU and memory controller load are very low, as are the clocks, and the fans are stopped. I'm running the latest Geforce drivers to date (566.14) with every setting at default.
