(The Apple IIc still draws about 35 mA of current at 15 V even when it's powered off. When off, the +V power input is connected to a single pin on the PSU card connector via line FFF in the schematic above.)

The Apple IIc and Laser 128 need +12-18 VDC on pins 5 and 6 (on the right with the plug facing you), and GND on pins 2 and 3 (on the left with the plug facing you). While modern laptops use a barrel type connector, the Apple IIc uses a 7-pin female DIN connector.
