Almalexia just is the one part of the Tribunal that is bound to oppose change the most. Vivec embraces it, they understand (at leat towards the end of Morrowind) that their people need to overcome the Tribunal as they overcame the Good Daedra, as they overcame Trinimac in an evermoving path forward to achieve true divinity.

Almalexia & the Tribunal Within the Tribunal, Almalexia is also the personification of Mercy, to Vivec’s Mastery and Sotha Sil’s Mystery. At first glance, this feels a little odd, given Boethiah’s vicious nature and Almalexia’s place as what seems to be the de facto warrior of the Tribunal, as Sotha Sil is the Mage and Vivec is the Thief.

Almalexia did so to appear more godlike, Vivec did 50/50 as to appease his followers and still have some divinity, Sotha Sil doesnt give a damn about how he looks, however there is more to it, as someone on this sub posted, it represents their regret.
