The loads on section of a dorsal fin are minor, just from the dynamic pressure of airflow that may be striking the panel from the side during yaw excursions in turbulence.

The ATR-72 aircraft is prone to tail strike at take off and landing phases. Crew is to be extra cautious during these phases of flight. The rotation during take off should be slow and progressive and initially pitch should not be more than 8 degrees.
