I'd probably go Evocation Wizard because it's easiest. Another option, if reflavoring spell damage type is available, is go either Land Druid or Tempest Cleric with an Ice/Arctic theme. You'd still be casters, but have a few ice themed tricks beyond casting.

Jun 26, 2018 · Wizards can make good Ice Mages, but I know if I had to build one, I'd go with a silver draconic sorcerer instead. For the race, You could go Dragonborn and really double down on the Ice motif. But Half-Elf, Human, Maybe a Winter Eladrin would all work really well too.
