Mike Edison says that Steve Hager of High Times was responsible for taking the story about the Waldos to "mind-boggling, cult like extremes" and "suppressing" all other stories about the origin of the term. Hager wrote "Stoner Smart or Stoner Stupid?" in which he called for 4:20 p.m. to be the socially accepted hour of the day to consume cannabis.

420 is the police code for possession of illegal substances like marijuana. People just associate it with being only marijuana. Also, neither of them are funny.

The true birth of 420 dates back to the early 1970s, when it became the hour of cannabis consumption among high school students in San Rafael. Even in mellow Marin County, stronghold of the Grateful Dead, no concessions were made to allow puffing during school hours.

The 4:20 time became a code for them to use in front of their unsuspecting parents, and 420 gradually spread from there -- possibly via Grateful Dead followers -- across California and beyond. It's even the number of a California Senate bill that established the state's medial marijuana program.

The most common origin theory was that 420 is or was a Los Angeles "police code for marijuana-smoking in progress." Researching the validity of this claim, I called the Los Angeles Police Department and asked if 420 was the "real" police code for marijuana-smoking in progress.
