Although, PRR did actually want to test an H-8 Allegheny the same time that they were testing the C&O T-1 2-10-4 and the N&W A 2-6-6-4. C&O didn't have an H-8s to spare though (the H-8s basically retired the T-1s, so the T-1s were surplus power).
