Civ 4 still feels like the overall best 4x I own. Granted, nowadays if I'm playing Civ I'm playing Civ 6. Honorable mentions: Endless Legend - fantastic aesthetic and visual design. If battles were more like Humankind this would easily be my top pick X4 Foundations (I'd call this 4x-adjacent) - really cool to experience a first-person "4x" game.

There's a whole sub-family of 4x games where you control the battles. Age of Wonders, various Masters of Orion clones, various Masters of Magic clones, Heroes of Might and Magic (sorta 4x-y), etc. Most grand strategy games come from Paradox, and none of them allow for battle control.
