Congestion pricing has started in New York City. Now, some motorists are devising clever ways to avoid the toll cameras planted strategically around the city. Some commuters are taking extraordinary steps to avoid paying the $9 toll.

The toll, known as congestion pricing, is meant to reduce traffic gridlock in densely packed Manhattan while also raising money to help fix the city’s ailing public transit infrastructure. It formally took effect Sunday.
