Vape store owners say the bill conflates open system products sold by responsible 21-and-over stores and Chinese-import disposables sold on the web.

The bill is stalled in the Arizona Legislature. It aims to restrict vape sales to only those products authorized by the FDA, which are tobacco-flavored and made exclusively by Big Tobacco companies.

Lawmakers met over the weekend to develop a compromise version of the bill that is more conscious of existing vapor businesses' needs.
