CNN’s report that the IRS is making plans to revoke Havard University’s tax-exempt status the day after Trump suggested it represents an unprecedented use of presidential power over the tax code.

Harvard has rejected an effort by the White House to exert more control over its programs. Federal law prohibits the president from telling the I.R.S. to conduct specific tax investigations.
