You can contact Summerfest, however, I highly doubt that an event at the Summerfest grounds would welcome dogs. It is not an actual park, it is festival grounds. There are trails on the outside of the park that may allow you to walk dogs on but not within the festivals.

The Pfizer is (I think) the most expensive hotel in Milwaukee. If you stay around 13th and College Ave (near the airport), there is a Hampton Inn on 13th Street. There's a shuttle bus within walking distance that goes down to the Summerfest grounds. Should be much cheaper than the Pfister.
