The car is by far the best option and good rental deals will be available in Feb as it is out of season. It will allow to maximise your stay at the lake and adjoining Lady's Mile Beach. There are bus services from Pafos that connect with other towns and if you make it to Lemesos then local services may get you closer. Then I suspect a fair walk to the lake shore at the Lady's Mile Beach side. From Lemesos I would anticipate a service to Akrotiri, and more walking. Bus info is available from the Pafos Bus Station near the harbour. Dependant on where you are staying, the hotels usually have dedicated staff to help with both car hire and other info. There is a Tourist Info Centre across the road from Starbucks on Poseidon Avenue in Kato Pafos. Hope this helps, it is definitely worth the visit and you do not need to be a 'twitcher' to enjoy the area.
