There is a bus that goes right by the road that leads to the first parking lot. Google Blue River bus service However, it only runs two times a day in each direction. You might try Uber or Lyft as it's only 15 minutes from Breckenridge to that road. By not driving up that road, you add 2 miles before you even hit the trailhead. See my recent post made in June.

I suppose that the Forest Service could close the road for vehicle travel, but if you have snowshoes or are willing to risk some unpleasant postholing, then I cannot imagine that you would be forbidden from trying. Light snow would certainly not be a problem, but one should obviously know one's limits and be willing to turn around when going farther gets too dodgy.

Is there a hikable path from the top of McCullough gulch to Quandary Peak? The All Trails app shows their is, but no one mentions that in reviews. I assume it is too steep.

Any route up that you take from there will be at least class 3+, and that side of Quandary is notorious for stranding people who think they see a way to continue upward, but just get themselves into a spot from which the rescue teams have to extract them. In short, unless you would be comfortable with a class 4 climb, I'd highly recommend not doing it. It won't be a hike in the usual sense.
