I really don't think it's a problem as long as they are on a leash and you pick up after them. This doesn't seem to be a busy park, but the views are worth the stop!

There is no place to boondock there, and you have to be careful because that area is the Navajo reservation. I do recommend Homolovi State Park though for camping. It's about 6 miles away, the campground is VERY reasonable ($18.00 per night which includes water and electric PLUS they have FREE showers). That also includes the admission for the ruins.
Don't think there is one, we just pulled off the road. There is a picnic area but not much else. We think there is an entrance fee at the Homolovi Park (Hopi Ruins, shop etc) further up the road.

We just walked along the perimeter because we were traveling with a 18 month old. This "outlook" looks down into the little painted desert. As well I'm not sure if the mountains/hills are sand or harden clay.
